Health Spending or Political Favoritism?

A short note to ask why the Department of Health and Human Services is sending 10% of the total Flu prevention money for this year to California?  The LA Times asks this question and more in their newsblog monitoring the Obama Administration.  How are these things decided?  While this is only a measly $30 Million, with Billions more to spend it might be nice to know how they decide who gets what.  Could it be based on political favoritism?

I think CA has more than 10 percent of the US population at this point. Or maybe the people there don't cover their noses when they sneeze?
